A balloon garland is made using latex balloons that are filled with air, they are inflated and grouped together into clusters depending on the size of the balloon. You then attach each cluster together and voila you have a garland. These can then be hung on walls, staircases, windows, easels, props, and outdoors using command hooks. No helium is required to make an organic balloon garland, so it is a really inexpensive way to take your party to the next level.
